बहुत कोशिश करने के बाद आखिरकार अटल पेंशन योजना की फुल डिटेल और टेबल मिल ही गई। प्रेस इर्न्‍फोमेशन ब्‍यूरो के अनुसार यह देश की वर्तमान सरकार की सबसे पसंदीदा योजनाओं में से एक है। यह योजना देश के बेरोजगार युवक युवतियों और गरीब गुरबा लोगों को समर्पित है। ऐसे लोग जो सरकारी कर्मचारी नहीं हैं। या असंगठित क्षेत्र में मजदूरी करते हैं। उनके लिए यह योजना बहुत ही लाभकारी है। सरकारी क्षेत्र में काम करने वाले कर्मचारियों को तो पेंशन मिल जाती थी, पर असंगठित क्षेत्रों में काम करने वाले मजदूर, बेरोजगार युवक, युवतियां, किसान, प्राइवेट अथवा टयूशन टीचर आदि लोग पेंशन से वंचित रह जाते थे। इन्‍हीं तमाम विसंगतियों को देखते हुए ही सरकार ने अटल पेंशन योजना 9 मई 2015 को लांच की है।

अटल पेंशन योजना के लाभ :

यह एक फिक्‍सड पेंशन प्‍लान है। जिसके तहत कोई भी व्‍यक्ति 1000, 2000, 3000, 4000 या 5000 रूपए की पेंशन आसानी से हासिल कर सकता है। इस योजना के तहत यदि किसी व्‍यक्ति की आयु 18 वर्ष है और वह इस उम्र में अटल पेंशन योजना से जुड़ता है, तो उसे 210 रूपए महीना जमा करना होगा। जिससे उसे 60 वर्ष की आयु पूर्ण होने के बाद उसे 5000 रूपए महीना पेंशन मिलेगी। जब तक कि वह जीवित रहेगा। उसकी मृत्‍यू के बाद उसके जीवनसाथी को यह पेंशन मिलना शुरू हो जाएगी। जिसकी राशि पूर्व की तरह 5000 रूपए ही होगी। यदि जीवनसाथी की भी मृत्‍यू हो जाती है। तब उनके बच्‍चों को एकमुश्‍त 8 लाख 50 हजार रूपए प्राप्‍त हो जाएंगें।

अटल पेंशन योजना से जुड़ने की योग्‍यता :

इस योजना से वही लोग जुड़ सकेंगें, जिनका किसी बैंक में खाता होगा। इस योजना से जुड़ने की न्‍यूनतम आयु 18 वर्ष और अधिकतम 40 वर्ष है।

The Shocking fact of Pay hike recommended by 7th Pay Commission
The Pay hike recommended by 7th Pay Commission has been described as Bonanza by Media
Pay commission said 14.29 % Hike in Pay is recommended, Media said central government employees will get 23.55% hike in salary including allowances.
Find out the real fact about the so called Bonanza..!
Whether the Media claims are true or not through a simple calculation…!
The strength of Group C employees in Central Government is 85%. So we must know what the Pay Hike is recommended for them actually.
But Media give more attention to this 15 % because they have been paid more.
It doesn’t make sense that the Pay hike recommended for remaining 15 % taken into account. Because they are creamy layer of the Government. The Pay Hike for them also will be decided by them. So the take extra care for not giving more to this 85%.
7th CPC recommendation on Pay Hike is mocking rather than encouraging the Central government employees. See the following example
Assume a Govt Servant has been appointed in GP 1800 on 1st August of 2015 and he has been provided accommodation in Govt Quarters.
His Net Pay for the month of January 2016 in Sixth CPC is given below..
Basic Pay Pay = PB Rs.5200 + GP Rs.1800 = Rs.7000/-
Assuming DA 125% as on 31-1-2016 = Rs.8750/
( Since he has availed Quarter) HRA = Nil
TA = 600 + DA = Rs.1350
Total Gross Pay = Rs. 17100
Deductions
NPS 10% of basic Pay = Rs.700
CGEGIS = Rs.30
Total deductions (700+30) = Rs.730
Net Pay = 17100-730 = Rs.16370
His Revised 7th CPC Pay as on 31-1-2016
Minimum Basic Pay = Rs. 18000/-
DA = Nil
HRA = Nil
TA = Rs. 1350
Total gross pay = Rs.19350
Deductions
NPS = Rs.1800
CGEGIS = Rs.1500
Total deductions = Rs.3300
Net Pay -= 19350-3300 = Rs.16050
Before 7th Pay Commission his Net pay = Rs. 16370
After 7th Pay commission his Net Pay    = Rs. 16050
He will be drawing Rs.320/- lesser in 7th Pay Commission revised Pay than from his Sixth CPC pay.

मुंडन संस्कार कैसे करे



प्रश्न : मुंडन संस्कार का क्या महत्व है? यह बच्चे की किस आयु में और कब-कब किया जा सकता है? इसे करने से क्या लाभ होता है और नहीं करने से क्या दोष लगता है? इसकी शास्त्रसम्मत विधि भी विस्तारपूर्वक बताएं।

हिंदू धर्म के अनुसार 16 मुख्य संस्कारों में से एक संस्कार मुंडन भी है। शिशु जब जन्म लेता है तब उसके सिर पर गर्भ के समय से ही कुछ केष पाए जाते हैं जो अषुद्ध माने जाते हैं। हिंदू धर्म के अनुसार मानव जीवन 84 लाख योनियों के बाद मिलता है। पिछले सभी जन्मों के ऋणों को उतारने तथा पिछले जन्मों के पाप कर्मों से मुक्ति के उद्देश्य से उसके जन्मकालीन केश काटे जाते हैं।
मुंडन के वक्त कहीं-कहीं शिखा छोड़ने का भी प्रयोजन है, जिसके पीछे मान्यता यह है कि इससे दिमाग की रक्षा होती है। साथ ही, इससे राहु ग्रह की शांति होती है, जिसके फलस्वरूप सिर ठंडा रहता है।
मुंडन से लाभ :
बाल कटवाने से शरीर की अनावश्यक गर्मी निकल जाती है, दिमाग व सिर ठंडा रहता है व बच्चों में दांत निकलते समय होने वाला सिर दर्द व तालु का कांपना बंद हो जाता है। शरीर पर और विशेषकर सिर पर विटामिन-डी (धूप के रूप) में पड़ने से कोशिकाएं जाग्रत होकर खून का प्रसारण अच्छी तरह कर पाती हैं जिनसे भविष्य में आने वाले केश बेहतर होते हैं।
संस्कार कर्म :
सर्व प्रथम शिशु अथवा बालक को गोद में लेकर उसका चेहरा हवन की अग्नि के पश्चिम में किया जाता है। पहले कुछ केश पंडित के हाथ से और फिर नाई द्वारा काटे जाते हैं।
इस अवसर पर गणेश पूजन, हवन, आयुष्य होम आदि पंडित जी से करवाया जाता है। फिर बाल काटने वाले को, पंडित आदि को आरती के पश्चात्‌ भोजन व दान दक्षिणा दी जाती है।
कहां करें?
उत्तर भारत में अधिकतर गंगा तट पर, दुर्गा मंदिरों के प्रांगण में तथा दक्षिण भारत में तिरुपति बालाजी मंदिर तथा गुरुजन देवता के मंदिरों में मुंडन संस्कार किया जाता है।
संस्कार के बाद केशों को दो पुड़ियों के बीच रखकर जल में प्रवाहित कर दिया जाता है। कहीं-कहीं केश वैसे ही विसर्जित कर दिए जाते हैं।
जब सूर्य मकर, कुंभ, मेष, वृष तथा मिथुन राशियों में हो, तब मुंडन शुभ माना जाता है। परंतु बड़े लड़के का मुंडन जब सूर्य वृष राशि पर हो और मां 5 माह की गर्भवती हो, तब उस वर्ष नहीं करना चाहिए।
मुंडन संस्कार शिशुओं के भावी जीवन का एक प्रमुख और सर्वाधिक महत्वपूर्ण संस्कार है।
संस्कार भास्कर के अनुसार :
÷÷गर्भाधान मतश्र्च पुंसवनकं सीमंत जातामिधे नामारण्यं सह निष्क्रमेण च तथा अन्नप्राशनं कर्म च। चूड़ारण्यं व्रतबन्ध कोप्यथ चतुर्वेद व्रतानां पुरः, केशांतः सविसिर्गकः परिणयः स्यात षोडशी कर्मणाम्‌''॥
जन्म के पश्चात्‌ प्रथम वर्ष के अंत या फिर तीसरे, पांचवें या सातवें वर्ष की समाप्ति के पूर्व शिशु का मुंडन संस्कार करना आमतौर पर प्रचलित है क्योंकि हिंदू धर्म शास्त्र के अनुसार एक वर्ष से कम उम्र में मुंडन करने से शिशु के स्वास्थ्य पर बुरा प्रभाव पड़ता है। साथ ही अमंगल होने का भय बना रहता है।
कुल परंपरा के अनुसार मुंडन संस्कार :
कुल परंपरा के अनुसार प्रथम, तृतीय, पंचम या सप्तम वर्ष में भी मुंडन संस्कार करने का विधान है। शास्त्रीय एवं पौराणिक मान्यताएं यह हैं कि शिशु के मस्तिष्क को पुष्ट करने, बुद्धि में वृद्धि करने तथा गर्भावस्था की अशुचियों को दूर कर मानवतावादी आदर्शों को प्रतिष्ठापित करने हेतु मुंडन संस्कार किया जाता है। इसका उद्देश्य बुद्धि, विद्या, बल, आयु और तेज की वृद्धि करना है।
देवस्थान और तीर्थ स्थल पर मुंडन का महत्व :
मुंडन संस्कार किसी देवस्थल या तीर्थ स्थल पर इसलिए कराया जाता है कि उस स्थल के दिव्य वातावरण का लाभ शिशु को मिले तथा उसके मन में सुविचारों की उत्पत्ति हो।
आश्वालायन गृह सूत्र के अनुसार :
मुंडन संस्कार से दीर्घ आयु की प्राप्ति होती है। शिशु सुंदर तथा कल्याणकारी कार्यों की ओर प्रवृत्त होने वाला बनता है।
÷÷तेन ते आयुषे वयामि सुश्लोकाय स्वस्तये''।

जिस शिशु का मुंडन संस्कार सही समय एवं शुभ मुहूर्त में नहीं किया जाता है उसमें बौद्धिक विकास एवं तेज शक्ति का अभाव पाया जाता है। इसलिए शिशु का मुंडन शास्त्रीय विधि से अवश्य किया जाना चाहिए।
उल्लेखनीय है कि मुंडन संस्कार वस्तुतः मस्तिष्क की पूजा अभिवंदना है। मस्तिष्क का सर्वश्रेष्ठ उपयोग करना ही बुद्धिमत्ता है। शुभ विचारों को धारण करने वाला व्यक्ति परोपकार या पुण्य का लाभ पाता है और अशुभ विचारों को मन में भरे रहने वाला व्यक्ति पापी बनकर ईश्वर के दंड और कोप का भागी बनता है। यहां तक कि अपनी जीवन प्रक्रिया को नष्ट-भ्रष्ट कर डालता है। इस तरह मस्तिष्क का सदुपयोग ही मुंडन संस्कार का वास्तविक उद्देश्य है।
नारद संहिता के अनुसार :
तृतीये पंचमाव्देवा स्वकुलाचारतोऽपि वा।बालानां जन्मतः कार्यं चौलमावत्सरत्रयात्‌॥
बालकों का मुंडन जन्म से तीन वर्ष से पंचम वर्ष अथवा कुलाचार के अनुसार करना चाहिए।
सौम्यायने नास्तगयोर सुरासुर मंत्रिणेः।अपर्व रिक्ततिथिषु शुक्रेक्षेज्येन्दुवासरे॥
मुंडन संस्कार सूर्य की उत्तरायण अवस्था तथा गुरु और शुक्र की उदितावस्था में, पूर्णिमा, रिक्ता से मुक्त तिथि तथा शुक्रवार, बुधवार, गुरुवार या चंद्रवार को करना चाहिए।
दस्त्रादितीज्य चंद्रेन्द्र भानि शुभान्यतः।चौल कर्मणि हस्तक्षोत्त्रीणि त्रीणिच विष्णुभात॥पट्ठबंधन चौलान्न प्राशने चोपनायने।शुभदं जन्म नक्षत्रशुभ्र त्वन्य कर्मणि॥
अर्थात चौलकर्म (मुंडन) संस्कार के लिए अश्विनी, पुनर्वसु, पुष्य, मृगशिरा, ज्येष्ठा, रेवती, हस्त, चित्रा, स्वाति, श्रवण, धनिष्ठा तथा शतभिषा नक्षत्र शुभ हैं।
धर्म सिंधु के अनुसार :
जन्म मास और अधिक मास (मलमास) तथा ज्येष्ठ पुत्र का ज्येष्ठ महीने में मुंडन करना अशुभ कहा गया है।
बालक की माता गर्भवती हो और बालक की उम्र पांच वर्ष से कम हो तो मुंडन नहीं करना चाहिए। माता गर्भवती हो और बालक की उम्र 5 वर्ष से अधिक हो तो मुंडन संस्कारा चाहिए। यदि माता को 5 महीने से कम का गर्भ हो, तो मुंडन हो सकता है।
यदि माता रजस्वला हो, तो उसकी शांति करवाकर मुंडन संस्कार करना चाहिए।
माता-पिता के देहांत के बाद विहित समय (छह महीने बाद) उत्तरायण में मुंडन करना चाहिए। मुंडन से पूर्व नांदी मुख श्राद्ध का भी वर्णन है। किसी प्रकार का सूतक होने पर मुंडन वर्जित है। मुंडन के बाद तीन महीने तक पिंड दान अथवा तर्पण वर्जित है। परंतु क्षयाह श्राद्ध वर्जित नहीं है।
मुंडन के समय बालक को वस्त्राभूषणों से विभूषित नहीं करना चाहिए। स्मरणीय है कि चूड़ाकरण (मुंडन) में तारा का प्रबल होना चंद्रमा से भी अधिक आवश्यक है।
÷÷विवाहे सविता शस्तो व्रतबंधे बृहस्पतिः।क्षौरे तारा विशुद्धिश्र्च शेषे चंद्र बलं बलम्‌॥''
- ज्योतिर्निबंध
निर्णय सिंधु के अनुसार :
गर्भाधान के तीसरे, पांचवें तथा दूसरे वर्ष में भी मुंडन किया जाता है। परंतु जन्म से तीसरे वर्ष में श्रेष्ठ और जन्म से पांचवें या सातवें वर्ष में मध्यम माना जाता है।
पारिजात में बृहस्पति का कहना है कि सूर्य उत्तरायण हो, विशेषकर सौम्य गोलक हो; तो शुक्ल पक्ष में मुंडन कराना श्रेष्ठ और कृष्ण पक्ष की पंचम तिथि तक सामान्य माना गया है।
वशिष्ठ के अनुसार तिथि 2, 3, 5, 7, 10, 11 या 13 को मुंडन कराना चाहिए।
नृसिंह पुराण के अनुसार तिथि 1, 4, 6, 8, 9, 12, 14, 15 या 30 को मुंडन कर्म निंदित है।
वशिष्ठ के अनुसार रविवार, मंगलवार और शनिवार मुंडन के लिए वर्जित हैं। हालांकि ज्योतिर्बंध में बृहस्पति का वचन है कि पाप ग्रहों के वार में ब्राह्मणों के लिए रविवार, क्षत्रियों के लिए मंगलवार तथा वैश्यों और शूद्रों के लिए शनिवार शुभ है।
जन्म नक्षत्र में मुंडन कर्म हो, तो मरण और अष्टम चंद्र के समय हो, तो नाक में विकार कहा गया है।
मुंडन संस्कार मुहूर्त :
जन्म या गर्भाधान से 1, 3, 5, 7 इत्यादि विषम वर्षों में कुलाचार के अनुसार, सूर्य की उत्तरायण अवस्था में जातक का मुंडन संस्कार करना चाहिए।
शुभ महीना :
चैत्र (मीन संक्रांति वर्जित), वैशाख, ज्येष्ठ (ज्येष्ठ पुत्र हेतु नहीं), आषाढ़ (शुक्ल 11 से पूर्व), माघ तथा फाल्गुन। जन्म मास त्याज्य।
शुभ तिथि :
शुक्ल पक्ष - 2, 3, 5, 7, 10, 11, 13
कृष्ण पक्ष - पंचमी तक
शुभ दिन :
सोमवार, बुधवार, गुरुवार, श्ुाक्रवार
शुभ नक्षत्र :
अश्विनी, मृगशिरा, पुनर्वसु, पुष्य, हस्त, चित्रा, स्वाति, ज्येष्ठा, अभिजित, श्रवण, धनिष्ठा, शतभिषा, रेवती (जन्मर्क्ष शुभ तथा विद्धर्क्ष वर्ज्य)।
शुभ योग :
सिद्धि योग, अमृत योग, सर्वार्थ सिद्धि योग, राज्यप्रद योग।
शुभ राशि एवं लग्न अथवा नवांश लग्न :
वृष, मिथुन, कर्क, वृश्चिक, धनु, मीन शुभ हैं। इस लग्न के गोचर में भाव 1, 4, 7, 10 एवं 5, 9 में शुभ ग्रह तथा भाव 3, 6, 11 में पाप ग्रह के रहने से मुंडन का मुहूर्त शुभ माना जाता है।
परंतु मुंडन का लग्न जन्म राशि जन्म लग्न को छोड़कर होना चाहिए। ध्यान रहे, चंद्र भाव 4, 6, 8, 12 में नहीं हो।
ऋषि पराशर के अनुसार मुंडन जन्म मास और जन्म नक्षत्र को छोड़ कर करना चाहिए।
समस्त शुभ कार्यों में त्याज्य :
जन्म नक्षत्र, जन्म तिथि, जन्म मास, श्राद्ध दिवस (माता-पिता का मृत्यु दिन) चित्त भंग, रोग।
क्षय तिथि, वृद्धि तिथि, क्षय मास, अधिक मास, क्षय वर्ष, दग्धा तिथि, अमावस्या तिथि।
विष्कुंभ योग की प्रथम 5 घटिकाएं, परिघ योग का पूर्वार्द्ध, शूल योग की प्रथम 7 घटिकाएं, गंड और अति गंड की ६ घटिकाएं एवं व्याघात योग की प्रथम ८ घटिकाएं, हर्षण और व्रज योग की 9 घटिकाएं तथा व्यतिपात और वैधृति योग समस्त शुभकार्यों के लिए त्याज्य हैं। मतांतर से विष्कुंभ की 3, शूल की 5, गंड और अति गंड की 7, तथा व्याघात और वज्र की 9 घटिकाएं शुभ कार्यों में त्याज्य हैं।
महापात के समय में भी कार्य न करें।
तिथि, नक्षत्र और लग्न इन तीनों प्रकार का गंडांत का समय
भद्रा (विष्टीकरण)
तिथि, नक्षत्र तथा दिन के परस्पर बने कई दुष्ट योगों की तालिका :
उपर्युक्त योगों का भी शुभ कार्य में त्याग करना चाहिए।
पाप ग्रह युक्त, पाप भुक्त और पाप ग्रह विद्ध नक्षत्र एवं नक्षत्रों की विष संज्ञक घटिकाएं।
पाप ग्रह युक्त चंद्र, पाप युक्त लग्न का नवांश।
जन्म राशि, जन्म लगन से अष्टम लग्न, दुष्ट स्थान 4, 8, 12 का चंद्र और क्षीण चंद्र वर्जित है।
लग्नेश 6, 8, 12 न हो, जन्मेश और लग्नेश अस्त नहीं हों, पाप ग्रहों का कर्तरी योग भी वर्जित है।
मासांत दिन, सभी नक्षत्रों के आदि की 2 घटिकाएं, तिथि के अंत की एक घटी और लग्न के अंत की आधी घड़ी शुभ कार्यों में वर्जित है।
जिस नक्षत्र में ग्रह या पापी ग्रहों का युद्ध हुआ हो वह शुभ कार्यों में छह महीने तक नहीं लेना चाहिए। ग्रहों की एक राशि तथा अंश, कलादि सम होने पर ग्रह युद्ध कहा जाता है।
ग्रहण के पहले 3 दिन और बाद के 6 दिन वर्जित हैं। ग्रहण नक्षत्र वर्जित, ग्रहण खग्रास हो तो उस नक्षत्र में छह मास, अर्द्धग्रास हो तो 3 मास, चौथाई ग्रहण हो, तो 1 मास तथा उदयोदय और अस्तास्त हो, तो 3 दिन पहले और 3 दिन बाद तक कोई शुभ कार्य न करें।
गुरु शुक्र का अस्त, बाल्य, वृद्धत्व, गुर्वादित्य समय भी शुभ कार्यों में त्याज्य हैं। बाल्य और वृद्धत्व के 3 दिन वर्जनीय हैं।
कृष्ण पक्ष 14 के चंद्र वार्द्धिक्य, अमावस के अस्त और शुक्ल एकम्‌ के बाल्य चंद्र के समय भी शुभ कार्य न करें।
रिक्ता तिथियां (4, 9, 14), दग्धा तिथियां, भद्रा युक्त तिथियां, व्यतिपात और वैधृति एवं अर्द्धप्रहरा युक्त समय शुभ कार्यों एवं खासकर मुंडन के लिए वर्जित हैं।
अतः जीवन के आरंभ काल में जो बाल जन्म के साथ उत्पन्न होते हैं, वे पशुता के सूचक माने जाते हैं। इन्हें शुभ मुहूर्त में बाल कटाने से जहां वह पशुता समाप्त होती है वहीं मानवोचित गुणों की प्रखरता के साथ बुद्धि और ज्ञान की भी वृद्धि होती है।
""मुंडन संस्कार कराने से लाभ, न कराने से दोष'':
मुंडन संस्कार का धार्मिक महत्व तो है ही, विज्ञान की दृष्टि से भी यह संस्कार अति आवश्यक है, क्योंकि शरीर विज्ञान के अनुसार यह समय बालक के दांतादि निकलने का समय होता है। इस कारण बालक को कई प्रकार के रोग होने की संभावना रहती है। अक्सर इस समय बालक में निर्बलता, चिड़चिड़ापन आदि उत्पन्न और उसे दस्तों तथा बाल झड़ने की शिकायत लगती है। मुंडन कराने से बालक के शरीर का तापमान सामान्य हो जाने से अनेक शारीरिक तथा स्वास्थ्य संबंधी समस्याओं जैसे फोड़े, फुंसी, दस्तों आदि से बालक की रक्षा होती है। यजुर्वेद के अनुसार यह संस्कार बल, आयु, आरोग्य तथा तेज की वृद्धि के लिए किए जाने वाला अति महत्वपूर्ण संस्कार है। महर्षि चरक ने लिखा है-
पौष्टिकं वृष्यमायुष्यं शुचि रूपविराजनम्‌। केशश्यक्तुवखदीनां कल्पनं संप्रसाधनम्‌॥'' मुंडन संस्कार, नाखून काटने और बाल संवारने तथा बालों को साफ रखने से पुष्टि, वृष्यता, आयु, पवित्रता और सुंदरता की वृद्धि होती है।
मुंडन संस्कार को दोष परिमार्जन के लिए भी परम आवश्यक माना गया है। गर्भावस्था में जो बाल उत्पन्न होते हैं उन सबको दूर करके मुंडन संस्कार के द्वारा बालक को संस्कारित शिक्षा के योग्य बनाया जाता है। इसीलिए कहा गया है कि मुंडन संस्कार के द्वारा अपात्रीकरण के दोष का निवारण होता है।
"" मुंडन संस्कार की शास्त्रोक्त विधि'' :
मुंडन संस्कार के देवता प्रजापति हैं तथा अग्नि का नाम शुचि है।
सामग्री के रूप में गाय का दूध, दही, घी, कलावा, गुंथा आटा, एक साथ तीन-तीन बांधे हुए २४ कुश, ठंडा-गर्म पानी, सेही का कांटा, कांसे की थाली, रक्त वृषभ का गोबर, लौह और ताम्र मिश्रित छुरा तथा अन्य सर्वदेव पूजा की प्रचलित सामग्री का उपयोग किया जाए।
शुभ दिन तथा शुभ मुहूर्त में माता-पिता स्वयं स्नानादि से निवृत्त होकर शुद्ध और स्वच्छ वस्त्रादि धारण करें। बालक को भी दो शुद्ध उत्तम वस्त्र पहनाएं तथा बालक को मुंडन के पश्चात पहनाने हेतु नए वस्त्र भी रखें।
मुंडन संस्कार में प्रयोग आने वाली सामग्री इस प्रकार है- शीतल एवं गुनगुना गरम पानी, मक्खन, शुद्ध घी, दूध, दही, कंघी, कुश, उस्तरा, गोचर, कांसे का पात्र, शैली, मौली, अक्षत, पुष्प, दूर्वा, दीपक, नैवेद्य, ऋतुफल, चंदन, शुद्ध केशर, रुई, फूलमाला, चार प्रकार के रंग, हवन सामग्री, समिधा, उड़द दाल, पूजा की साबुत सुपारी, श्रीफल, देशी पान के पत्ते, लौंग, इलायची, देशी कपूर, मेवा, पंचामृत, मधु, चीनी, गंगाजल, कलश, चौकी, तेल, प्रणीता पात्र, प्रोक्षणी पात्र, पूर्णपात्र, लाल या पीला कपड़ा, सुगंधित द्रव्य, पंच पल्लव, पंचरत्न, सप्तमृत्तिका, सर्वौषधि, वरण द्रव्य, धोती, कुर्ता, माला, पंचपात्र, गोमुखी, खड़ाऊं आदि कपड़ा वेदी चंदोया का, रेत या मिट्टी, सरसों, आसन, थाली, कटोरी तथा नारियल।
चूड़ाकर्म से पूर्व ब्राह्म मुहूर्त में मंडप में कांस्य पात्र में रक्त बैल का गोबर तथा दूध अथवा दही डाला जाता है। इसके पश्चात्‌ उसेस्वच्छ वस्त्र से ढका जाता है। फिर उसी स्थान पर क्षुर, 27 कुश और तीन शल्लकी कंट रखना चाहिए। फिर पीले वस्त्र से बालक के सिर में बांधने के लिए दूर्वा, सरसों, अक्षतयुक्त पांच पोटलिकाएं आदि लाल मौली से बांधकर रखे जाते हैं। फिर बालक को स्नान करवाकर माता की गोद में बैठाया जाता है व पिता से आचार्य के द्वारा पूजन प्रारंभ कराया जाता है। संकल्प करवाकर देवताओं का पूजन कर बालक के दक्षिण दिशा के बालों को शल्लकी कंट से तीन भागकर पुनः एक बनाकर पांच विनियोग किया जाता है। इस प्रकार प्रतिष्ठित कर दक्षिण के क्रम से सिर में पोटलिका को आचार्य द्वारा बांधा जाता है।
यह संस्कार आयु तथा पराक्रम की प्राप्ति के लिए किया जाता है। चूड़ाकर्म में बालक के कुल धर्मानुसार शिखा रखने का विधान है। यह संस्कार बालक के तीसरे या पांचवें विषम वर्ष में शुभ दिन में जब चंद्र तारा अनुकूल हों तब यजमान को आचार्य के द्वारा कराना चाहिए। यजमान द्वारा पुनः संकल्प कर देवताओं का पूजन करना चाहिए, पश्चात्‌ ब्राह्मण को ÷वृतोऽस्मि' कहें। चूड़ाकरण संस्कार में कुश कंडिका होम पूर्ववत्‌ कर सभ्य नाम से अग्नि का पूजन करें। आज्याहुति, व्याहृति होम, प्रायश्चित होम पूर्ववत्‌ करें। होम के पश्चात्‌ पूर्ण पात्र संकल्प करें। तत्पश्चात्‌ यजमान द्वारा ब्राह्मण को सामग्री दान देकर पिता गर्म जल से शिशु या बालक के केश को धोएं।
पुनः दही और मक्खन से बाल धोकर दक्षिण क्रम से ठंडे व गरम जल से पुनः धोना चाहिए। इस प्रकार मिश्रोदक से धोकर दक्षिण भाग को जूटिका को शल्ल की कंट से तीन भाग कर प्रत्येक में एक-एक कुश लगाना चाहिए।
कुशयुक्त बालों को बाएं हाथ में रखकर दाहिने हाथ में क्षुर ग्रहण कर विनियोग करना चाहिए। पश्चात्‌ क्षुर को ग्रहण करना चाहिए। फिर जूटिका को एकत्र कर दक्षिण में केश छेदन के लिए विनियोग कर छोड़ना चाहिए। तीन कुश सहित बाल काटकर कांसे की थाली में रक्त वृषभ के गोबर के ऊपर रखना चाहिए। पुनः पश्चिमादि जूटिकाओं को भी पूर्वोक्त मंत्रों द्वारा धोकर एकत्र करना चाहिए। फिर पश्चिम के बाल काटने का विनयोग करते हुए बाल काटकर गोबर के ऊपर रखना चाहिए। पुनः पूर्व के बालों को विनियोग कर पूर्व गोबर के ऊपर रखना चाहिए। पुनः पूर्व के बालों को विनियोग कर पूर्व के बाल काटकर उत्तर के बालों को काटने का विनियोग कर मध्य में गोपद तुल्य गोलाकर बाल शिखा के लिए छोड़कर अन्य बालों को काटकर सब बालों को गोबर में रखकर जल स्थान, गौशाला या तालाब में रखना चाहिए। पुनः स्नान कर पूर्णाहुति करना चाहिए। पश्चात्‌ क्षुर से त्र्‌यायुष निकालकर धारण हेतु विनियोग कर दाहिने हाथ की अनामिका और अंगुष्ठ से आचार्य द्वारा यजमान को सपरिवार त्र्‌यायुष लगाया जाना चाहिए पश्चात्‌ आचार्य द्वारा भोजनोपरांत यजमान को आशीर्वाद दिया जाना चाहिए।
संस्कार चाहे किसी भी ऋषि, विद्वान, चिंतक द्वारा बनाए गए हों, सदैव ग्रहण करने योग्य होता है। आज धर्म के नाम पर बहुत सी कुरीतियां व्यवहार में आ गई हैं। हमें उन कुरीतियों को त्यागना चाहिए धर्म को नहीं, सुसंस्कारों को नहीं। धर्म हमें सहिष्णुता, त्याग, बलिदान, सयंम, व्रत और उपवास की शिक्षा देता है। वह हमें कुप्रवृत्तियों को नियंत्रित करने की समझ देता है, संस्कारित करता है और यह सिखाता है कि अगर हम अपने भीतर पनपते अवगुणों को बलपूर्वक नहीं दबाएंगे तो हमारी शारीरिक ऊर्जा का एक बड़ा भाग यों ही व्यर्थ चला जाएगा। ये कुप्रवृत्तियां केवल शरीर को ही नहीं बल्कि मन को भी दूषित करती हैं। इससे आत्मिक विकास एवं सामाजिक उन्नति का मार्ग अवरुद्ध हो जाता है। यदि हम संस्कारों की स्पष्ट अवहेलना करते हैं, उनके विपरीत कार्य करने का प्रयास करते हैं, तो हम हृदय की सुचिता को नहीं समझ सकते हैं। इसलिए संस्कार ही वह माध्यम है जो हमारे अंदर मानवोचित गुणों और पवित्रता का का संचार करते हैं। संस्कार जन्म जन्मांतर तक अस्तित्व में बना रहता है।
अंत में कहा जा सकता है कि मुंडन संस्कार करने व करवाने से लाभ ही मिलते हैं अतः विधि विधान से बच्चे का मुंडन संस्कार करना चाहिए।

                        Preliminary Examination 2015

CSAT or Civil Services Aptitude Test is the Preliminary examination of UPSC, it test the aptitude of examinee to tackle Reasoning and Analytical questions. Consist of two papers, each of 200 marks and two hours of duration and it is compulsory to appear in both.
It is an Objective section, and every wrong attempt will cost you 1/3rd marks of the attempted question.
Syllabus for Paper 1:(200 marks) Duration : Two hours


  • Current events (National and International)
  • History of India
  • Geography of the world (Physical, Social, Economic)
  • Indian Polity and Governance-Constitution
  • Economic and Social Development
  • General Issues (Environmental Ecology, Bio-Diversity, Climate change etc.)
  • General Science.
Syllabus for Paper 2:(200 marks) Duration : Two hours
  • Comprehension
  • Interpersonal skills including communication skills;
  • Logical reasoning and analytical ability
  • Decision-making and problem solving
  • General mental ability
  • Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. - Class X level).
Note 1: The CSAT aptitude test or Paper-II of the Civil Services (Preliminary) examination will be a qualifying paper only with a minimum of 33% to be secured to sit for the Civil Services (Mains) exam.

There are 7 + 2 = 9 papers to be answered in the main examination. All of them are of descriptive type. There are two qualifying papers 1) any modern Indian language 2) English are of 300 marks each. Their marks will not be counted in the main examination.
The candidate is allowed to use any one language from the Eighth Schedule of the Constitution or English as the medium of writing the examination.
According to the new pattern there are "FOUR" General Studies paper each comprising of 250 Marks with a total of 1000 Marks. The scope of the syllabus of General Studies is of degree level.
There is only "ONE" optional subject to choose from the list of subjects. It comprises of two papers each of 300 marks. So the total of optional paper is 600 marks. Candidate is allowed to take up literature as an optional subject "without the conditionality of having to do his/her graduation in that language's literature. The scope of the syllabus of optional paper is higher than the bachelor's degree but lower than the master's level.
Interview/Personality Test is of 275 Marks. Candidate can give preference of the language in which they may like to be interviewed. UPSC will make arrangement for the translators.
The total mark of the written examination is 1750 Marks.
The Interview/Personality Test will be of 275 marks.

Civil Services Mains Exam 2014 Syllabus :
The written examination will consist of the following papers:
Paper A - Modern Indian language 300 Marks - Qualifying nature - Marks not counted - Passing mandatory-

(iii) Usage and Vocabulary.
(iv) Short Essay
(v) Translation from English to the Indian language and vice-versa.
Note 1: The Papers on Indian Languages and English will be of Matriculation or equivalent standard and will be of qualifying nature only. The marks obtained in these papers will not be counted for ranking.
Note 2 : The candidates will have to answer the English and Indian Languages papers in English and the respective Indian language (except where translation is involved).
Paper B - English -300 marks - Qualifying nature - Marks not counted- Passing mandatory
The aim of the paper is to test the candidates' ability to read and understand serious discursive prose, and to express his ideas clearly and correctly, in English and Indian Language concerned.
The pattern of questions would be broadly as follows:-

(ii) Precis Writing
(iii) Usage and Vocabulary
(iv) Short Essay.

Paper-I
Essay - 250 Marks - To be written in the medium or language of the candidate's choice - Candidates will be required to write an essay on a specific topic. The choice of subjects will be given. They will be expected to keep closely to the subject of the essay to arrange their ideas in orderly fashion, and to write concisely. Credit will be given for effective and exact expression.

Paper-II
General Studies-I 250 Marks (Indian Heritage and Culture, History and Geography of the World and Society)
Indian culture will cover the salient aspects of Art Forms, Literature and Architecture from ancient to modern times.
Modern Indian history from about the middle of the eighteenth century until the present- significant events, personalities, issues
The Freedom Struggle - its various stages and important contributors /contributions from different parts of the country.
Post-independence consolidation and reorganization within the country.
History of the world will include events from 18th century such as industrial revolution, world wars, redrawal of national boundaries, colonization, decolonization, political philosophies like communism, capitalism, socialism etc.- their forms and effect on the society.
Salient features of Indian Society, Diversity of India.
Role of women and women's organization, population and associated issues, poverty and developmental issues, urbanization, their problems and their remedies.
Effects of globalization on Indian society
Social empowerment, communalism, regionalism & secularism.
Salient features of world's physical geography.
Distribution of key natural resources across the world (including South Asia and the Indian sub-continent); factors responsible for the location of primary, secondary, and tertiary sector industries in various parts of the world (including India)

This paper will include questions to test the candidates' attitude and approach to issues relating to integrity, probity in public life and his problem solving approach to various issues and conflicts faced by him in dealing with society. Questions may utilise the case study approach to determine these aspects. The following broad areas will be covered.
Ethics and Human Interface: Essence, determinants and consequences of Ethics in human actions; dimensions of ethics; ethics in private and public relationships.
Human Values - lessons from the lives and teachings of great leaders, reformers and administrators; role of family, society and educational institutions in inculcating values.
